1.    Introduction

This manual aims to support entities in complying with the obligations provided for in paragraph 1, paragraph 2 and paragraph 3 of article 11, and paragraph 4 of article 16 of Ordinance no. 110/2023

2.    Online Report Form

In this section the necessary procedures are presented for entities to proceed with the submission of the electronic form at https://txcarbono.anac.pt.

a. Registration

Submission of this form can be carried out by the Owner, Operator, Air Carrier or Representative appointed under the legal terms. If the entity does not have a registration in the system, it must register by selecting the “Access” option available in the “Register” section of the main page. If the entity has an account, it must authenticate and select the “Access” option available in the “Login” section of the main page. The following steps illustrate the case in which it is necessary to register.

When entering the registration option, the entity must choose one of the following options:

i. Registration as Owner, Operator or Air Carrier – For Owners and Operators established in any country; and for Air Carriers established in national territory or with a permanent establishment or domicile in another Member State of the European Union

ii. Registration as a representative – For air carriers not established in national territory / Air carriers without a permanent establishment or domicile in another Member State of the European Union / Representatives of air carriers


After choosing the desired option, the entity must identify the elements necessary for issuing the invoice.

i.Registration as an air carrier, Operator or Owner
  • The required data must be filled in in the registration area, section “1. Entity Identification”, for the purposes of invoicing the respective fee. All data are mandatory, except for the air carrier's call sign (ICAO Code), if it does not exist.
  • You must enter in section “2. Enter an e-mail and password to access this site” the information necessary to access the electronic form website, as well as to register and submit the information in the electronic form.
  • The fields “VAT Number” and “Zip Code” are subject to syntax validation in Portugal, and must respect the established syntax for this purpose.
ii. Representative
  • The required data must be filled in in the registration area, section “1. Representative Identification”, for the purposes of invoicing the respective fee. All data is mandatory. If you represent more than one air carrier, you must identify a represented air carrier, after registration you can associate more air carriers.
  • The required data must be filled in in the registration area, section “1.1. Entity Identification”, for the purposes of invoicing the respective fee. All data are mandatory, except for the air carrier's call sign (ICAO Code), if it does not exist.
  • You must enter in section “2. Indicate an e-mail and password to access this website” the information necessary to access the electronic form website, as well as to register and submit the information in the electronic form.
  • The fields “Taxpayer Number” and “Postal Code” are subject to syntax validation in Portugal, and must respect the established syntax for this purpose.
  • The “VAT Number” field is optional in the identification of the air carrier.
  • You must download, complete and attach the term of responsibility duly signed and stamped.

b. Filling online form

To fill in the form, the entity must authenticate and select the “New Form” option, available on the home page, depending on the scope of the impact provided for in article 11 of Ordinance no. 110/2023.


After selecting the option, the entity will be located in the electronic form, where you can view the following elements to fill in:

  • Identification of the representative - Identify the representative, if applicable;
  • Identification - Identify the entity, if applicable;
  • Invoice recipient - Indicate the information necessary for ANAC to issue the respective invoice.
  • Attachment – You must download the file available in this section, fill it in and attach it with the information. The file extension and structure must be respected. In the file, the 1st line describes the information to be entered in the respective column. The first line of the file will be ignored in accounting data in case the file contains the header. After attaching the file, the information will be accounted for and the amounts calculated.

The form can be sent until the 15th of the reporting month. To complete the submission, the “Send form” option must be selected. Submission of the form requires confirmation of the veracity of the entered data, as well as a declaration that the entered data has been validated. In this sense, this option must be selected and the form submitted. Once submitted, the form will not be available for further changes, the application returns a success message or, in case of one or more errors, a message with the respective description. In case of successful submission, the application will send a copy of the submitted form to the email indicated in section “2. Enter an e-mail and password to access this site” in the registration area.

ANAC issues the respective invoice, which must be paid by the last working day of the month of issue.

c. View Report History

To consult the forms, the entity must authenticate in the system and access the history (available on the main page or in the left side menu). Subsequently, select the “Details” option in the table of submitted forms, available on the home page, by selecting the option it is possible to view the submitted form, as well as the respective situation in which it is found.

d.   Appoint a Representative (For air carriers accounts)

In accordance with Article 17 of Ordinance No. 38/2021, Air Carriers not established in national territory that carry out business here subject to this fee may appoint a representative residing in national territory, which is mandatory in case the Air Carrier does not have a registered office, permanent establishment or domicile in another Member State of the European Union. If the entity needs to appoint a representative, it must access the “Representatives” option, available in the menu on the left side of the page, and select the “New” option. Subsequently, you must fill in the requested information.
